CCADB Update: Add Microsoft as an available Root Inclusion Request option and other updates

On July 10, 2025, the CCADB will be updated to modify the “Root Inclusion Request” Case type and move the `Automation Test Certificate Website` fields to intermediate certificate records.
The CCADB will be unavailable to CA Owners from July 10, 2025, at approximately 08:00PM PDT, until July 11, 2025, at approximately 08:00PM PDT.
The new functionality should:
- Add `MICROSOFT` as an available selection for CA Owners within the Root Inclusion Request Case. [1712152]
- Allow CA Owners to add new or update existing `Automation Test Certificate Website` values on intermediate certificate records whenever needed, and without Root Store Operator intervention for Case processing. [1959781]
The `Automation Test Certificate Website` fields will no longer appear in the Root Inclusion Request Case UI or on root certificate records. Instead, they will only exist on intermediate certificate records. As a part of this update, the existing 27 root certificate and root Case records that include values for the `Automation Test Certificate Website` fields will be migrated to the corresponding intermediate certificate record responsible for issuing the test certificate. CA Owners should not have to take any action for migrating the values of these fields. After the release of this ER, CA Owners will add/update/remove `Automation Test Certificate Website` values directly on the intermediate certificate record, either through the UI or through the AddUpdateIntermediateCertAPI. The `Automation` tab on root certificate records will include a new column that displays the value from these fields for child certificate records.
The Root Inclusion Request user guide will be updated to reflect the changes from this enhancement in more detail.
Notifications regarding the start and completion of this release will be sent by the CCADB to all participating CA Owners. We also plan to provide an update here at the update’s conclusion.

This update:

Going forward, CA Owners will add/update/remove `Automation Test Certificate Website` values directly on the intermediate certificate record, either through the UI or through the AddUpdateIntermediateCertAPI.
The Root Inclusion Request user guide and AddUpdateIntermediateCertAPI documentation were updated to reflect the changes from this enhancement in more detail.
