why /AllProblemReportingMechanismsReport escapes @ or .?

for all non http link @ or . are escaped as by [at] / [dot] but it doesn't look like it was required : is it to reduce spam bot crawling address or CCADB webserver failing to consider email?
from old thread here it doesn't look like it always been this way?
