Use H265 when vaapi_h264 cannot be used to encode the video.
Overloading that disabled encoding could cause a camera to be declared unhealthy.
Make overload detection notifications more stable.
V2 UI:
Fix auto resume bug when camera widget is paused.
Optimize V2 global alert dialog performance.
PWA: Restore portrait mode after exiting full screen.
Fix duplicate person entries caused when a person is auto-added
Snap scrolling at the top of the user home page instead of at the expansion panel header
Sharing video would not work when start and end were set manually.
