Quick review change download type doesn't appear in fullscreen

I was just playing with the quick review feature, and clicked on the download button.  I saw a button to change the download type, but clicking it didn't do anything. I exited fullscreen, and tried clicking again, and a popover with options appeared. So it's broken in fullscreen mode.
