All I can find is https://www.cancer.gov/ccg/research/genome-sequencing/tcga/using-tcga-data, and it doesn't mention anything about commercial purposes - you may need to contact the CCG program office to get that information.

The old gdac site has minimal maintenance, as all the maintainers have left over the years. BITS used to have redirects for those links, but they seem to have gone down. Please use firebrowse.org. Its links should (mostly) work.
