Make global chat uncensored

I propose that if someone enables global chat they can not have their chat censored by another user or streamer.

So what that would mean for the current set of janny tools, it's that your own personal ignores and channel ignores will be valid, but no channel ignores will apply to your chat.

This gives everyone the experience they want, if you want to have chat spoon fed to you, then be a local fag, if you can handle the bantz be a global Chad.

Alternatively I'd be amenable with an additional chat to Global Chad, a "cucked global" if you will, as long as the feature made a big gay pride flag as a tag, or something equally as gay and visible, so nobody thinks they are a global Chad.

Uncucked global is already a feature that Dispatch had agreed to verbally to me when we were debating the channel blocking feature, he said he'd do it to mitigate the damage he did.
