Folks, 

Tomorrow is a key SJ City Council meeting which can change minimum parking requirements, and improve active transportation infrastructure. 

This is one of those meetings which can benefit if a bunch of us join and submit our comments, to counteract the NIMBY crowd. 

It is going to be a long meeting, but you can ask to be notified when this item comes up in the meeting agenda (see below).

On Tuesday, San Jose City Council will consider major updates to the city's parking policies to remove mandatory minimum parking requirements for new developments. The proposal strengthens the city's Transportation Demand Management policies which require developments to provide incentives such as transit passes and infrastructure for bicycling and walking, helping residents and workers to drive less.

The proposal supports the city's climate goals by increasing incentives to use sustainable transportation rather than to driving (the largest source of GHG emissions), and supports the city's housing goals, allowing developments to use more land to provide housing for people rather than cars.

San Jose City Council meetings have a hybrid format. You can watch and make a public comment by Zoom using this link.

Thanks for the heads up. I’ll be there with statement ready (Daniela, I read up a bit on this but talking points would be appreciated). 

I’ve commented before (mayors budget memo) and it’s pretty straightforward to get notified prior to your slot. 

This is a great opportunity for the bike community to show how all of these things are related and one of the many necessary steps to alleviating congestion and working toward equitable and effective multi-modal transport for our city. 

More voices helps.

San José has an opportunity right now to re-envision how we plan for, and accommodate, more housing and better transportation while also reducing our climate impact by voting to eliminate the parking minimum city wide.

 

ASK: Adopt the staff recommendation to prepare an ordinance that: 

Removes mandatory minimum parking limits citywide.
Updates the City’s Transportation Demand Management (TDM) requirements to apply to all projects meeting a certain size threshold;

  • Transportation Demand Management Removing parking minimums is a key component in achieving the City’s climate goals.


  • Programmatic measures can include things like transit subsidies and bike share programs. Infrastructure improvements can include things such as making new street connections, bicycle and micro mobility network improvements, trails or other walking network improvements. 


  • It will help reduce vehicle miles traveled (VMT) by 40% by 2040 by improving transportation options beyond single-occupant vehicles, reducing carbon emissions and parking demand, from every new development that the TDM ordinance is applied to.

San José has an opportunity right now to re-envision how we plan for, and accommodate, more housing and better transportation while also reducing our climate impact by voting to eliminate the parking minimum city wide. So if you want to see a better environment for the next generation and a fair policy that fits right, please tell the City Council you support the staff’s recommendation tonight!

    • The Transportation Demand Management policies are a critical way to increase access to transportation and allow people more affordable transportation options especially to the  75% of VTA’s ridership that is predominantly people of color and low and middle-income. 


    • The average cost for one parking space on a surface lot is $38,800 and for an underground parking lot is $96,000 per parking space. Unbundling parking costs from developments will help reduce the cost of housing.


    San Jose has an opportunity right now to re-envision how we plan for, and accommodate, more housing and better transportation while also reducing our climate impact.

    Mikhail -- well done speaking tonight! I'm glad there has been an overwhelming number of people speaking up to take action to save our world and reduce climate change. It is very important to show up and never take anything for granted. This outpouring of support helps cement this and other policies in San Jose and all of Silicon Valley as cities look at their neighbors to see what they have done. It is important for San Jose to be a strong leader. Thanks for being there and speaking up!

    I wanted to let you know that the San Jose City Council unanimously approved staff recommendations to draft an ordinance to remove parking minimums and citywide and increase TDM citywide. 

    I believe the plan is for the actual ordinance to go before council in November, so we will be in touch then, but I look forward to working with many of you on other issues before that as well.
