Caltrans Bay Area has updated the District 4 Bike Plan, first adopted in 2018, the first Caltrans District Bike Plan. The Bike Plan Update reviewed progress on the 2018 Bike Plan, analyzed conditions for biking along and across the State Transportation Network in the nine-county Bay Area, and identified priority improvements to provide a more connected, lower-stress bicycle transportation network in our region. As a reminder, with the Equitable VMT Mitigation Program, VTA seeks to develop a framework, where cities, the county and developers can work together to improve transportation options that reduce driving and improve equity along the way. After reviewing community input on the draft report in Fall 2024, the Equitable VMT Mitigation Program final report is available. VTA staff will be bringing the final report as an action item to the following VTA committees and Board of Directors meetings listed below:

Moffett Boulevard Precise Plan Workshop:
The public is invited to a workshop to discuss potential land use alternatives for the City’s Moffett Boulevard Precise Plan on Monday, March 3 from 6 – 8 p.m. at the German International School, 310 Easy St.
The Precise Plan expands on the 2030 General Plan vision, and will include new goals, policies, and regulations for private development and street improvements, and implement requirements of the 2023-2031 Housing Element. The workshop will include an overview of the project and give participants time to provide input on potential land use alternatives.
Child care (ages 3 and above) and light refreshments will be provided. Translation services will also be available. A meeting agenda and additional materials for the workshop will be available on the City’s Moffett Boulevard Precise Plan at MountainView.gov/moffettblvd.
Council Transportation Committee meeting on March 4th:
Anticipated for the agenda is discussion on the City Transportation Demand Management program.

Draft Moffett Boulevard Precise Plan Concept Alternatives Workbook meeting dates:
The EPC and City Council will hold study sessions to review and consider the Draft Moffett Boulevard Precise Plan Concept Alternatives Workbook. From these materials, the EPC and City Council will be endorsing a Preferred Land Use Alternative to help inform the preparation of the Draft Moffett Boulevard Precise Plan. No formal decisions will be made at these study sessions.

California Street Pilot Project Underway:
Construction for the California Street Pilot Project began on Monday, March 10, and will include repaving California Street from Showers Drive to S. Shoreline Boulevard along with other improvements.
The California Street Pilot Project will implement:
- a four-lane to three-lane road diet (one vehicle travel lane reduction in each direction)
- a two-way left-turn center lane (Showers to Mariposa)
- protected intersections (where bikes are separated from vehicles)
- temporary bulb-outs (extra protected space at the corners)
- high-visibility midblock crossings with enhanced lighting
- parking-protected bikeways with a buffered section separating the parked cars from the bikeway
Some travel disruptions are expected, including single and multiple lane closures, while pavement is restored and a slurry seal is applied. Construction on the approximately 1.4 miles of roadway is expected to be completed by the fall.

Council Sustainability Subcommittee meeting:
The Council Sustainability Subcommittee will meet on Tuesday April 29 at 6:00 PM in the Plaza Conference Room on the 2nd floor of City Hall. They will receive the annual update of our community's greenhouse gas emissions. These inventories are a vital part of understanding where we will need to invest to reduce emissions.
The majority of Mountain View's measured and estimated emissions come from transportation, and the Sustainability staff will also report on multifamily vehicle electrification initiatives.

ACTIVITY: SCT trail cleanup as part of Celebrate Trails Day,
DATE & TIME: Saturday, April 26th, 9am-12noon.
WHERE: starting from Whisman Park, 310 Easy Street, Mountain View, CA 94043
WHAT TO WEAR: wear long sleeved shirt, long pants and work gloves
WHAT TO BRING: bring water and a can-do attitude
Our annual volunteer event to have fun outside and help
clean up the creek corridor, trail, and nearby park areas.
This event coincides with the national Celebrate Trails
event held at over 400 places nationwide.

We may be walking off trail in places, and there may be poison oak. So regardless of the
weather, please wear a long-sleeved shirt, long pants, and sturdy boots.

The City of Mountain View invites you to join us as we begin the process of updating the City’s Downtown Precise Plan. This exciting three-year planning process will update the vision for the Downtown area which will guide land use, building design, and streetscape improvements for future decades. The goal is to ensure the Downtown remains the vibrant heart of Mountain View.
The workshop will start with a project overview and a summary of existing conditions. Workshop participants will then provide input on their ideas and vision for the future of this area. This community input will be presented to the Environmental Planning Commission (EPC) and City Council at Study Sessions later this year.
Childcare (ages 3 and above) and light refreshments will be provided. Interpretation services in Chinese and Spanish will be available at this meeting. A meeting agenda and additional materials for the workshop will be available on the City’s Downtown Precise Plan update webpage. Community Members Needed for Measure B Citizens' Oversight Committee:
Help Santa Clara County build transportation solutions that move the community! Make your voice heard and ensure that your transportation dollars are spent appropriately by serving on the 2016 Measure B Citizens’ Oversight Committee.
In 2016, voters overwhelmingly approved Measure B with nearly 72% support. Measure B, a 30-year half-cent countywide sales tax, will fund projects that enhance transit, highways, expressways and active transportation (bicycles, pedestrians, and complete streets). While the VTA Board of Directors sets policy decisions for the 2016 Measure B Program, voters approved creation of a committee entrusted to provide oversight to ensure that the 2016 Measure B funds are spent according to the ballot language and to keep voters informed about Program compliance.
The oversight committee is comprised of eight membership positions representing specific areas of expertise. Key factors of membership and the appointment process are:
Online application process is open and competitive
Selection process seeks a balance of relevant professional experience
Candidates must be registered to vote in Santa Clara County
Term is four years, with a maximum of two consecutive terms
Committee generally meets five times per year
The application is available online, and more information on the Committee, its responsibilities, and the 2016 Measure B Program is available at the oversight committee website.

Please find an email below that summarizes a call to action to help save transit.

I highly encourage Mtn View/Los Altos SVBC members to make public comments at the upcoming VTA hearing or email in comments ahead of time.

See below for details:

Dear fellow nonprofits and partner organizations,

We are fast approaching a deadline that could have major effects on the communities we serve.

We need all hands on deck to ensure that our most vulnerable populations that are transit-dependent - low income people, youth, seniors and people with disabilities - do not have devastating service cuts that affect their ability to move safely and cost effectively through our region. It would set us backwards on our climate and housing goals and create major traffic and pollution.

This Thursday evening, August 7, the VTA board will be voting on whether to join the regional public transportation funding measure. This measure will not only prevent severe cuts to BART and Caltrain, will provide funding to greatly improve bus service by implementing VTA’s Visionary Network, and support faster, more reliable bus service, integrated, affordable fares, improved paratransit and accessibility for people with disabilities and seniors, and easy to use wayfinding signs.

Our ask: that VTA opt in to the regional transportation measure at the highest level (½ cent sales tax), the only level that will save transit and help our transportation system work even better.

This is an unprecedented opportunity to get hundreds of millions of dollars of new funding for transit service throughout Santa Clara County and connecting the county to the rest of the region.

To get a measure on the ballots that funds BART, Caltrain, VTA and other agencies across the region we need a law passed in Sacramento. The bill to do this is SB63, which would authorize a ballot measure in 2026. The bill would authorize a signature gathering citizen’s initiative which could pass with a vote of 50% +1.

After months of advocacy, this is the VTA Board’s critical vote:

For community members, it is especially powerful to share a personal story about why public transit matters to them. Board members need to hear from the residents that will be most affected by cuts and benefit the most from improvements.

Good afternoon, all.

We have an immediate need in Los Altos for support for active transportation and public transit:

Los Altos Concerns:

Immediate action needed 9/29/205: Tennis courts into parking lots at LAHS

The School Board for the Mountain View/Los Altos High School district will be discussing the conversion of tennis courts into automobile parking spaces at the rear entrance of Los Altos High School, so that the number of parking spots for LAHS is the same as for MVHS. This proposal would create traffic conflicts for students who walk or bike to school since the entrance would cross sidewalk and bike lanes in an already congested area. Are there alternatives to building more parking lots?

Dear Trustees,

I read with great concern the proposal to convert 4 tennis courts into parking spots at LAHS (Town Crier). I'm part of a PTSA group that tries to encourage our students to use active transportation or mass transit to travel to and from school.

I'm also a resident who lives on Los Ninos Way, near the rear entrance of the school. Are there other ways to solve the parking issues at the school?

Can the school district please promote these alternative means of transportation?

VTA Smartpass
Many more students are taking the bus these days. Surely a VTA smartpass for every student will be more cost-effective and environmentally favorable than paving over 4 tennis courts for automobiles?
Bicycles for those who cannot afford them - Silicon Valley Bike Exchange and other local groups like GreenTown hold recyled bike drives and can often provide students with bicycles. Can these be distributed to students?

We already have a lot of automobile traffic during school drop off and pick up. The creation of a parking lot in this area will result in more conflicts between drivers and walkers/bikers.

The Council will consider text amendments to Chapter 36 (Zoning) of the City Code to implement Council Policy G-9 (Gatekeeper Application Policy and Procedures), and Program 1.3f of the City’s 2023-2031 Housing Element, related to City Council consideration of private development projects seeking amendments to the City’s General Plan, Zoning Map/Regulations, and/or Precise Plans. The project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines. The project was heard at the September 17, 2025, Environmental Planning Commission meeting, where a recommendation to the City Council was made to adopt the amendments to Chapter 36 (Zoning) of the City Code.

City of Mountain View Housing Element Update Update:
The City of Mountain View Environmental Planning Commission (EPC) will hold a public hearing on Wednesday, November 5, 2025, at 7:00 p.m., or as soon thereafter as possible, in the Council Chambers, Second Floor, Mountain View Civic Center, 500 Castro Street, at which time all interested parties may be heard regarding the following project:
Housing Element Program 1.1(g): Zoning and General Plan Amendments
The EPC will consider General Plan amendments, text amendments to Chapter 36 (Zoning) of the City Code, and amendments to the Precise Plan. These amendments would rezone the following sites to allow multifamily residential uses:
- 830, 829-835, 850, 859-861, 870, 889, and 897-899 Leong Drive, and 3 and 55 Fairchild Drive (west end of Evandale Precise Plan) 
- 1702-1704 Miramonte Avenue 
- 777 Cuesta Drive 
- 1949 Grant Road 
- 677-699 Calderon Avenue 
- 410-750 West Evelyn Avenue (Mountain View Transit Center) 
These amendments implement Program 1.1(g) of the City’s 2023-2031 Housing Element. This project includes other minor clean-up amendments necessary to implement State law, including reductions to required parking near major transit stops and requirements for avigation easements. The project falls within the scope of the Program EIR for the City of Mountain View Housing Element Update, consistent with the California Environmental Quality Act (CEQA) Guidelines, Sections 15162 and 15168.

Cyclists! Please ride over the California Street bike counters when you can!:
Information shared with me...
There are two bike counters on California Street. One in each direction between Mountain View Ave. and Shoreline Blvd in the block just west/north of Shoreline Blvd in the bike lane. Since they are a little too close to the intersection, people turning left from the eastbound direction may leave the bike lane and miss the counter to get into the left turn lane to turn left.
It sounds like this is the same location used before the road diet so while not perfect and will likely undercount some cyclists especially since there are fewer areas to enter and exit the bike lanes due to the parking and bollard lane protection. For the previous count, they borrowed some counters, so had four locations. The city now has two purchased counters which count both bikes using tubes and pedestrians using sensors. They are installed on the east end near Mountain View Ave. The counters will move to the West end near Rengstorff after the counting period is completed near Mountain View Ave.
Best approach seems to be to ride on California St. early and often and encourage others to do the same and experience the improvements.
GBI/ECR Update @ December TEAMC Meeting:
We are joining the San Mateo County TEAMC in an update from Samtrans on the draft Grand Boulevard Initiative Action Plan, on Wednesday, December 17th from 5-6pm -- during what would normally be our Biketivist Forum timeslot.

TEAMC is a coalition of ~20 organizations working to advance transportation solutions that promote social equity, public health and safety, and environmental protection in San Mateo County.

Yes, both counters are now just slightly west of Rengstorff. I rode over both of them on Sunday :-)

Also someone on California Street really likes knocking down, moving, and turning around the "Park Here / Bike Here" signs. I straightened out, moved, and put back upright a few dozen of them on Sunday in both directions.

Active Transportation Plan update news:
The Council Transportation Committee reviewed scoring criteria and holistic network maps at its April 1, 2025, meeting. Staff is developing policy recommendations, identifying potential projects, and scoring a prioritized project list, which will be the focus of the next round of public engagement planned for early 2026. The plan’s final draft is expected to go before the Council in Q2/Q3 2026.
Parks and Recreation Strategic Plan update news
The draft plan was made available to the public on November 3, 2025, and was presented to the Parks and Recreation Commission (PRC) at its meeting on November 17, 2025. At its meeting on January 27, 2026, the Council will review and comment on the draft plan. Staff expect to bring the plan to the PRC for final recommendation in March 2026 and to present the plan to the Council for final adoption in May 2026.
Biodiversity Strategy/Update the Community Tree Master Plan to create an Urban Forest Plan update news:
The project team presented the draft plan at the October 8, 2025, PRC meeting and will return to PRC on January 21, 2026, with a revised draft. Following the PRC’s review, the plan is scheduled for consideration by the Council in April 2026 and adoption in June 2026.
Dark Skies Ordinance update news:
Staff has completed research of comparable ordinances, conducted stakeholder meetings, and administered a public survey to gather community input. The project team will prepare a draft ordinance planned for presentation to the EPC and Council during public hearings in Q2 2026.
