This was a concern for me. But I am seeing that many new bikes have what they call tapered? head tubes, with a 1 1/4 bearing in the bottom, and 1 1/8 at the top. Any thoughts about using these (at least on the bottom, which seems the most likely to be damaged) on a Bike Friday?

A skilled frame-builder will be able to cut the 1.25" steerer , which has a 1.125" internal diameter, 
Half way up, inserting and welding in, the smaller tubing,  ... then you can use the Mixed diameter headsets..
