Peter,

Yes, you need the cable inner sheath for the front and rear derailleurs, both of which route under the bottom bracket.  On my (quite old) PR, the rear brake cable outer stops at the cable stop you marked 'C' in your picture.  If I recall correctly the rear brake cable outer routes under the bottom bracket to the rear brake.  In the picture of black bike, I don't see a the cable routing for the rear brake caliper (I don't see a calipers of V-brakes either, but I guess it may have discs!)
