Bazel Central Registry Policies and Procedures

Hi everyone,

+Xudong Yang and I have been continuously working on Bzlmod, the new dependency management system for Bazel.

As part of the design, we also proposed to initiate a Bazel Central Registry for all Bazel users to publish their projects as Bazel Modules.
