We are a Colleague school (not Banner) but yes, this has been a problem for a few years now. Our solution for our CCAP and HS Articulation students has been to collect the application confirmation numbers from students in our application workshops which we send as a batch to our A&R office to manually download through CCCApply. Thankfully, our A&R office has been open to downloading these for us without proof of ID from the students, since HS or college staff are verifying that the students are real.
For our non-CCAP independently enrolling HS students (and college students), this remains a systemic problem, especially since students do not receive notification that their application has been marked as fraudulent. Our A&R office is overloaded with download requests, especially during peak registration times. I checked with my A&R contact, and she shared that they have manually downloaded 11,000 applications in the last two years. They are currently having to manually download all applications for returning students. Thankfully, this issue has been somewhat mitigated for our CCAP programs, but it is a serious issue that I believe is affecting all California community colleges in one way or another.

Thank you for your replies to this thread. It is reassuring to know we at Monterey Peninsula College (MPC) are not the only ones constantly running into this issue, and it is helpful to hear how others have been working around it.
As many of you mentioned, this has been a recurring problem over the years. However, this Fall has been particularly challenging due to our transition to a new Banner system. This time, we are now contending with three separate fraud filters instead of one (CCCapply), which has added some significant wait times for each student not able to receive their Welcome email with their MPC ID from our college. To manage this, we have been working closely with our Admissions team to track student confirmation numbers immediately after workshops and manually pull applications from one of the three fraud piles once those come through every 3-6 hours.
For Spring, we are planning to strengthen that tracking process since, honestly, we applied these methods in the midst of a chaotic August month. Specifically, we plan to have students add their confirmation numbers directly to their dual enrollment forms, maintain a central spreadsheet of confirmation numbers for each site, and, with the help of this thread's suggestion, now collect IP addresses from our partner high schools to help Admissions locate the stuck applications, and minimize the wait times and percentages across the board.
