To All Arizona Registered Suppliers, Distributors, Transporters, and Retailers:
Please be advised that in response to the national fuel waiver issued today, March 25, 2026, by the U.S. Environmental Protection Agency (EPA), the Arizona Department of Agriculture, Office of Weights and Measures (OWM) is implementing an official state enforcement discretion directive.
This immediate action temporarily suspends the enforcement of the Cleaner Burning Gasoline (CBG) formulation and Reid Vapor Pressure (RVP) requirements in Arizona's CBG-covered areas. This step is being taken to proactively address extreme fuel supply constraints and ensure an adequate supply of gasoline remains available to Arizona consumers, per the EPA waiver. Specifically, this directive temporarily permits the distribution and sale of conventional gasoline with an RVP of up to 9.0 psi (or 10.0 psi when blended with 9 to 15 percent ethanol) in areas where it is usually prohibited.
Please carefully review the official directive below for complete details regarding the permitted fuel blends, affected statutes, and effective dates.
Thank you for your prompt attention to this critical update. Please share as needed.
Respectfully,
