Request for arXiv APi rate increase

Hi-- We use Symplectic to connect to arXiv to harvest papers from arXiv. We are experiencing a number of issues of late, and this error frequently appears in our Symplectic system logs. We have connected Symplectic about this, and they recommended we reach out to you to increase our threshold. Here is an example of the error message:

Warning: Synchronising research outputs with arXiv
Synchronisation has been temporarily suspended due to persistent refusal of access to arXiv data due to throttling of the connection by the provider. This may be because your institution has not agreed access to the service with the provider at the configured rate. You may wish to either contact the provider to negotiate a higher allowed rate of communication, or contact Symplectic to help modify application configuration to slow down the rate of communication.
