API access blocked — request for review

The IP I'm using has been receiving HTTP 429 for all export.arxiv.org/api/query requests, including trivial ones like cat:quant-ph&max_results=1. This is for a personal QML-paper curation tool (~5 categories × 25 results, daily or weekly) that I'm just standing up. I've since added a 5s delay between requests, a descriptive User-Agent with a contact email, and fixed a malformed query that was likely contributing.

Would you be able to lift the block? Happy to provide more detail or adjust usage further
