OAI-PMH Endpoint cutover

[arXiv API Discussion]

Dear API Community: 

arXiv has moved the OAI-PMH to our cloud provider. The access url has been changed to be: 

https://oaipmh.arxiv.org/oai?verb=Identify

see the documentation here: https://info.arxiv.org/help/oa/index.html#march-2025 for specifics regarding the differences between the responses. 

The old export URL will continue to function for now, but will redirect to the new service starting Tuesday Jun 17, 2025.
