AVR SPI library has changed since IDE 1.5.8 but version is still 1.0

The code in the AVR SPI library been updated since IDE 1.5.8 (first IDE that contained .properties with a version number)
but the version number in the SPI .properties file is still 1.0
Quite a bit changed in the code between 1.5.8 and 1.6.0 but the library version number in the .properties file never changed.
And then in 1.6.9 the library directory structure changed to using the src directory but the version number still remained 1.0
Was this an oversight or is there a specific reason that the library version number has not been bumped.
