Separate out Library Manager?

Are there any plans to separate out the Library Manager like arduino-builder & arduino-preprocessor? builder in particular has been useful in library development, especially when coupled with Continuous Integration. A standalone tool for the library manager that takes a package_index.json would make for a more complete automated development & testing toolchain. I looked at Massimo's "Six Projects" and it only mentioned Library Manager documentation, not tools. Has this been discussed before?
