New DART 3 beta release

Hi All,

The first DART 3 beta release is ready. This is the version of DART we will continue to develop going forward, and it includes a number of new features. All major functions are known to work in this release, though we expect that some unusual cases may expose minor bugs.

For production use, you should stick with DART 2. If you'd like to give DART 3 a test, please do. If you run into problems or bugs, you can report them at https://github.com/APTrust/dart/issues.
