apptainer-1.4.2 available in epel and fedora updates

apptainer-1.4.2 is now available in epel8 & epel9 and fedora 41 & 42 updates.

I realized late that the build I had been doing for epel10 was actually only applying to CentOS Stream 10 and not RHEL/Rocky/Alma 10, so that build is now in the epel10.0 epel-testing repository and should get promoted to that branch's epel repository later this week. That branch's epel repository is currently still at apptainer-1.3.6 and apparently nobody else noticed it is behind.
