apptainer-1.4.1 available in epel and fedora testing

apptainer-1.4.1 is now available in the epel-testing dnf repository
and the Fedora updates-testing dnf repository. Please test it if you
can and report problems you find. If no problems are found it will
be promoted to the stable repositories in about a week.

It can also be installed with "tools/install-unprivileged.sh -v 1.4.1'.
