apptainer-1.4.0~rc.1 available in epel and fedora testing

apptainer-1.4.0~rc.1 is now available in the epel-testing dnf repository
and the Fedora updates-testing dnf repository. Please test it if you
can and report problems you find. Since it is a release candidate, it
won't be promoted to stable but it will instead be replaced later by
another version in testing.

It can also be installed with "tools/install-unprivileged.sh -v 1.4.0~rc.1'
(note that is a tilde, not a hyphen). For installation details see
https://apptainer.org/docs/admin/latest/installation.html
