Changes in the Technical Steering Committee membership

In order to keep everyone informed: there has been a change in the membership of
the Apptainer Technical Steering Committee, in that Ian Kaneshiro has stepped
down. Thanks to Ian for serving in that capacity since the establishment of the
Apptainer project in the Linux Foundation.

In addition, the remaining TSC members agreed to invite Anders Björklundto join
the TSC, and he has accepted. Welcome, Anders.
