Announcing Apptainer 1.4.0-rc.1

I am happy to announce the first release candidate of Apptainer 1.4.0.
There are many new small features, slightly changed functionalities, and
bug fixes. Some of the highlights of new features are support for
libsubid to use cluster-wide subuid/subgid mapping, and a new option for
passing arguments to mksquashfs at build time. Highlights for changed
functionalities are showing the container name in `ps` listings, showing
a mksquashfs progress bar with verbose logging during builds, and
stopping to import as many `--rocm` libraries from the host by default
as in the past. For complete details please see
