apptainer-1.3.5 available in EPEL and Fedora testing

apptainer-1.3.4 is now available in the epel-testing repository and the Fedora
updates-testing repository. Please test it if you can; if no significant
problems are found it should be promoted to the stable repositories in about a
week. It can also be installed with "tools/install-unprivileged.sh -v 1.3.5".
