Dear Colleagues,


Regarding the Office of Management and Budget Memorandum 25-13, released Monday, Jan. 27, directing the temporary pause of Agency grant, loan, and other financial assistance programs by federal agencies, and the subsequent, temporary stay of this order by a federal judge on Jan. 28, I write to share some guidance to reference during this time.


Please know the university offices overseeing research activities are working closely together to understand any effects these actions may have on our programs. 


To date, we have not received any direction or information on funding cuts. At this time, we advise research teams to continue working on your projects as normal. 


We anticipate additional information will be forthcoming. In the meantime, grant activities, spending and proposals will proceed normally. We will continue monitoring this situation closely, and will work with the Provost’s Office to determine any actions that may need to be taken.


Should any projects or proposals require special arrangements, Director of Sponsored Programs in the Office of Research and Innovation Charna Howson will reach out to the research leader(s) and faculty with information or instructions as needed.

Hello all,

The Office of Research and Innovation (ORI) continues to monitor actions that impact federal funding, and research activities are proceeding as usual for nearly all active grantsI write to pass on the following update and request from ORI:
  • Communication Request: Important request for faculty PIs: if you have any communications with your program officers, or receive anything directly from your program officer or someone else in their sponsoring agency, please immediately forward it and/or copy sponsored programs and contracts and grants accounting (gra...@appstate.edu and s...@appstate.edu).
  • The ORI and the Controller's Office are working closely together to track any direct stop work orders and will continue to vigilantly follow all Federally funded activities. Please know that there is a high priority being placed on timely transactions, including invoice processing and billing to access funds.
  • External resource for those interested: The Council on Government Relations (professional association on Advancing Effective Research Policy) is maintaining a running list of updates that we have found useful.
