uPortal 5.12.0 released

Hello folks!

A minor version of uPortal has been released with a couple features, a few fixes, and a fair number of dependency updates.

Please note - this release allows uPortal adopters to use the latest version of Java 8 to run uPortal - https://github.com/uPortal-Project/uPortal-start/issues/570 .

uPortal-start has been updated with this latest version.
