Many years ago we used SCM attachment to upload files, such as CV and Syllabi, but we have different processes to accomplish now.
No concerns from us to remove the ‘attachments’ type.

I think it makes a long time that it doesn't work anymore. I
remember that some peoples tested such case also (several years
ago), you can replace the attachement part with the filemanager,
there is an API on (but not generated since long time), so like
that you can use a custom file system. More with some evolution on
filemanager I think that we will be able to use OIDC and request
to the user where to upload on. Having a UI + API to configure for
several upload system and providing a choice to the user would be
great also, but more complicated to built.
I my case we use our cloud system (Nextcloud with public link sharing), but we don't have a link on SCP, or we host files and also we paste the URL.
So I think, there are plenty of possibilities that doens't
require attachements type, you can remove it. After these
possibilities aren't much user friendly (as it doesn't permit
upload/hosting from SCP) but it can suits, and maybe someone can
contribute to a new way ?
