uPortal v5.17.0 Released!

Hi folks,

We have just released uPortal v5.17.0 -- yay! This is the last planned release before we begin on uPortal 6. There are a lot of fixes, dependency updates, some refactoring and a new portlet preferences API.

The artifact should be available shortly from Maven.
