Hi devs,

I nominate Bill Smith for uPortal Committer. Bill is joining the uPortal dev team and driving PR reviews. He has worked on uPortal as far back as uPortal 3 and other projects where uPortal was used as a framework. Granting him committer status will speed up processing of pull requests.
