VOTE: uPortal 4.3.2 release

uPortal Developers,

I purpose a vote on releasing uPortal 4.3.2.

It has been 277 days since the release of uPortal 4.3.1.

The rel-4-3-patches branch now has an additional 41 PRs merged, most notably accessibility improvements and library updates.

There are currently no pending pull requests to the rel-4-3-patches branch, now seems like an auspicious time to release.

+1 from me.

I also volunteer to be a release manager.

+1 I've been running 4-3 patches for months now, I'd say it's plenty stable.

Hey all,

Update on a release timeline.

uPortal 4.3.2 is planned to happen before the end of this month.

Currently there is a potential jGroups issue being investigated.

Once that is resolved the release will proceed.
