uPortal v5.13.0 now released!

Hi folks,

We just cut v5.13.0 of uPortal this morning. See https://github.com/uPortal-Project/uPortal/releases/tag/v5.13.0 for details!

Highlights:

- PortletList API for more ways to manage portlets outside of layouts

- new events API to support click tracking (ala Google Analytics) in uPortal Events

- Optionally capture remote IP address in Login Events (but not aggregated)

- LOTs of dependency updates!

I think the biggest reason to adopt this version is to pick up the dependency upgrades that may contain vulnerability fixes.
