Offline Tsugi/Koseu - Use www.py4e.com without a network connection

Hi all,

I have had a back-burner idea to make my web sites www.py4e.com, www.dj4e.com, etc work without an internet connection for remote locations or in blocked areas.

The biggest problem that I needed to solve was to find a way not to use YouTube and to include the videos on the local web server.

My friend Jeff Elkner wants to takem an offline version www.dj4e.com to Liberia later this summer so I was motivated to give it a try and it turned out to be way simpler than I expected because Apache works very well with the HTML5 video player using chunked HTTP.  It worked perfectly the first time I tried it.

The new code is in master *right now*.  I will still need to come up with a README for this use case - for Jeff, i will help him set up a Raspberry Pi with all the software and all the content to take to Liberia where connectivity is marginal if available and mostly non existent.

Jeff and I will solve problems like DNS and using the auto-grader for DJ4E without a network connection - but those are likely pretty straightforward Linux stuff and Jeff and his students are really good at that Linux/Pi thing.

Jeff is going to Liberia in August and if this works out I will definitely report back since this is a very exciting application of the Tsugi technology to make open content
