Removing Student Success Plan (SSP) platform branches/tags from uPortal repo

If there are any objections, respond to this list and I'll pass them along.

The SSP-Platform repository was moved to: https://github.com/Jasig/SSP-Platform
and all SSP upgrades and new deployments should use that repository.
