Creating themes/skins in 21

Hey folks, After the release came out last week, I fielded a couple questions regarding how to create custom themes. As a result, a PR went in today to make 21 work better with the workflows many used in previous releases. I'd highly recommend pulling the PR if you're beginning to work on a 21-based deployment that contains custom skins/themes.
