request for help re Turnitin, Sakai 25, and LTI 1.3

Hello,

Our institution uses Turnitin (a critical tool for us), and due to the announced decommissioning of Turnitin's legacy integration in Dec. 2026, we are planning to upgrade our instance of Sakai from 23 to 25 in Aug. 2026 with the understanding that Sakai 25 supports (or will support) Turnitin's LTI 1.3 integration. In that vein, we contacted Turnitin support to request a sandbox Turnitin account with which to integrate a non-production instance of Sakai 25.

I assumed Turnitin would have documentation for how their LTI 1.3 integration works with Sakai, which currently is my main concern (and not yet how to implement an upgrade or migration from the legacy to the LTI 1.3 integration). Here's the response we received from Turnitin representative(s):

"As far as I know, Sakai has yet to publicly release guidance for migrating from the Turnitin Legacy integration to LTI 1.3. I checked in with Turnitin's Integrations Team for more information and received the following response:

"'We have no upgrade documentation yet. Sakai had to do some things on their end and we had to respond which is probably why no official guides are ready yet. They are still working towards LTI 1.3 certification and until they are certified, there won't be documentation. At the moment, there is no upgrade pathway.

"'When sakai is certified, they will make lti 1.3 guides available on their website. We are working with Sakai to achieve this. When the time comes, the upgrade will be installing 1.3 and deleting legacy. Schools can choose when they want to delete legacy of course. Existing legacy Similarity reports will be searchable with LTI 1.3's Paper Lookup Tool.'

"So unfortunately, we are not yet equipped to assist with Turnitin/Sakai LTI 1.3 migrations. In the meantime, the Integration Team here at Turnitin also suggested you reach out to Sakai to see if they feel comfortable sharing any migration guidance they may have ready and advise on whether the tool is ready for the upgrade in your Sakai sandbox. If they provide setup documentation and advise moving forward, I'd be happy to hop on Zoom and assist however I may be able to."

Implementing an integration pathway with Turnitin is currently our institution's highest priority vis-a-vis Sakai. In this vein, I couldn't find any jiras regarding Turnitin LTI 1.3. 

Inferring from the quote above, I'm wondering if there is some "LTI 1.3 certification" prerequisite that needs to be achieved before integration with Turnitin's LTI 1.3 integration can be pursued. 

Any help or insights regarding this issue, including suggestions for next steps, would be greatly appreciated. I'm also open to discussing this at an upcoming Core Team meeting.

Does the end of Turnitin LTI 1.1 (LTI API?) also affect the Sakai Integration option via turnitin.apiURL ?

Yes. My institution currently uses the non-LTI legacy integration with Turnitin which consists of Sakai's content-review code specific to Turnitin and Turnitin's corresponding 'legacy' API that the former calls. 

I think this API corresponds to the "Sakai" setting depicted in your screenshot of the Turnitin Dashboard. This setting will be decommissioned in Dec. 2026 as announced this past July during the Sakai virtual conference.

From what I understand, Turnitin will be limiting its integrations to just LTI 1.3 and that there remains an extant gap to fill for Sakai and Turnitin to complete for this integration to work. Because my institution currently uses both Sakai and Turnitin, I'm invested to contributing where needed toward the success of this endeavor.
