CAS 5 RC 4: mfa-duo not invoked for /cas/login ?

We have mfa-duo enabled in CAS 5 RC4, and even with it configured
globally with in cas.properties
cas.authn.mfa.globalProviderId=mfa-duo
I notice that it is not invoked if we go directly to /cas/login in the
browser. It is invoked as expected if we have a service use CAS for
authentication. Is this the expected behavior? We often use /cas/login
directly just as a means to test that our authentication is working as
expected and to help facilitate UI development and things like that.

It is the expected behavior, though for the global case I suppose that behvior can be relaxed. You're welcome to file an issue.
