Interrupted Messages - for logged in users - CAS 5.2.x

Good day,

Is there a way of interrupting users being directed through CAS if they've already been previously authenticated?  We were hoping to use the interrupted messaging system as a way of displaying outage messages for specific services, but I'm finding that it only works if the user is first authenticating.  I'm currently using this json example...
