mod_auth_cas 1.3 Release

The mod_auth_cas team is pleased to announce the release of mod_auth_cas 1.3.

This release includes:

* CASCookieSameSite, specify the SameSite parameter.
* CASCookieSecure, specify the optional 'Secure' attribute for cookies.
* Use apr_pescape_urlencoded() to URL-encode.
* Fix escaping for small chars in urlEncode().
* Add a random RequestID to the SAML payload.
* Bump required APR versions.
* Require Apache 2.4.
