Uportal & Sakai SSO with CAS

Hi,

Sorry for basic questions but i'm having some issues.

I've setup Uportal and Sakai and configured CAS for both using these notes.

For uPortal https://jasig.github.io/uPortal/implement/authentication/cas.html

For Sakai https://confluence.sakaiproject.org/pages/viewpage.action?pageId=122618087 

Can anyone guide me if this is enough for SSO and do I have to setup LDAP? 

Also where should be users created so they can access other webapp.
