If I understand what your asking you want to simply use User Name and Password authentication but using just basic FreeRadius as your authentication handler?
You can do this easily just following the instructions in the documentation. There is lot's of other content about MFA and Radius but you can indeed just use straight Radius.
The only challenge you may find depending on how sofisticated your needs are is that you can't get a lot of user attribute information from a Radius Source. So you will want to look into the attribute-repository configurations, maybe pointed directly to an AD or LDAP source to pull extra user information for us in policy/service definitions etc etc. I.e. you won't get any information like Department or Faculty info about a user just from the Radius Authentication itself.
