Accessing custom REST API in CAS overlay 7.1.0

I am developing custom APIs in CAS overlay 7.1.0 project. I am keep getting 403 due to some misconfiguration. Tried to go through documentation but not able to resolve an issue. Do I need to create any service json file or have to register it at some place?
