CAS 7.1.4 - generateServiceTicketAfterConsent exception

We are having a problem with User Consent flows.  An example SP is the Incommon Certificate Manager.  The user can select our institution, get redirected to CAS, authenticate, and then see the user consent page. After making a selection on the user consent page, we get this CAS error.

Error: Exception thrown executing org.apereo.cas.web.flow.CheckConsentRequiredAction@217b5b65 in state 'generateServiceTicketAfterConsent' of flow 'login' -- action execution attributes were 'map[[empty]]'

So far, I haven't seen anyone else with this issue.  I'm guessing it's a misconfiguration since we're upgrading from CAS 6.6.

Can you enable more logging to see what other errors you get before this. I too am facing similar issue but we are not using consent. Curious if you are getting the following:

 Caused by: java.lang.ExceptionInInitializerError: Exception java.lang.UnsupportedOperationException: java.io.InvalidClassException: org.antlr.v4.runtime.atn.ATN; Could not deserialize ATN with version 4 (expected 3)

With debugging turned on, I don't see the "Could not deserialize ATN" exception.  Our issue only occurs during the user consent flow.
