administrivia: reduced Dave Sibley and Zeke Witter npm privs on "uportal"

For the sake of a transparent record of admin actions taken:

I reduced both Dave Sibley's and and Zeke Witter's privileges on the "uportal" npm organization just now

because I know out-of-band that it's unlikely that in practice they'd need to exercise higher privileges in that context (job changes in both cases).

This is no way affects Committer status.
