Proposed: add Paulina as uPortal-app-framework and uPortal-home committer

Let's add Paulina as a committer in recognition of her contributions to uPortal-app-framework and ongoing role maintaining this software.

Paulina joined the MyUW team. uPortal-home continues to drive my.wisc.edu (viewable publicly as https://public.my.wisc.edu ).

I'm pragmatically assuming there are no objections (having already asked uPortal-app-framework and uPortal-home committers off-list) and went ahead with executing on granting the relevant access. Trying to onboard another release engineer here... :)
