a beginning of a solution for you in 3 CSS rules change...

change to
transform: translate3d(-270px, 0, 0) scale3d(1, 1, 1);

in https://github.com/Jasig/uPortal/blob/master/uPortal-webapp/src/main/webapp/media/skins/respondr/common/less/navigation.less#L66
change to
right: 0;

in https://github.com/Jasig/uPortal/blob/master/uPortal-webapp/src/main/webapp/media/skins/respondr/common/less/navigation.less#L71
change to
transform: translate3d(270px, 0, 0);

I'm sure that in less than 10 lines of CSS overlay, and by changing the position and orientation of the toggle button (on the left and oriented in the other direction), you can have a navigation on the left...
