bug report: cas-management: jitpack fails when building

I receive the following error when building cas-management (master):

* What went wrong:

Execution failed for task ':webapp:cas-mgmt-webapp:bootWar'.

> Could not resolve all files for configuration ':webapp:cas-mgmt-webapp:runtimeClasspath'.

   > Could not resolve com.nimbusds:lang-tag:[1.4.3,).

     Required by:

         project :webapp:cas-mgmt-webapp > com.nimbusds:oauth2-oidc-sdk:6.13

      > Failed to list versions for com.nimbusds:lang-tag.

         > Could not list versions using M2 pattern 'https://jitpack.io/[organisation]/[module]/[revision]/[artifact]-[revision](-[classifier])(.[ext])'.

            > Could not get resource 'https://jitpack.io/com/nimbusds/lang-tag/'.

               > Could not GET 'https://jitpack.io/com/nimbusds/lang-tag/'. Received status code 522 from server: Origin Connection Time-out

Commenting out references to jitpack in build.gradle and maven.gradle, and installing lang-tag 1.4.3 in ~.m2/repository allows the build to succeed.

Correction,

The version I was building was 836d678aad80d34d5fd651 from Wed Jun 12 14:33:32 2019 -0700.

Correction to the correction, I just tried building with master and the jitpack error occurred.
