CAS Management - InMemoryServiceRegistryDaoImpl

How do you disable the InMemoryServiceRegistry for the management console 5.0? I added the same JPA configuration used by CAS 5.0 and it's not working.

Added cas.serviceRegistry.jpa entries to management bootstrap file but application still using the InMemoryServiceRegistry.

I could really use some help with this; I can't get the service registry changed for the management console.
