phpCAS next maintainer: public vote

[CAS Community]

The phpCAS[1] project has received no updates since June 2024. While it appears stable, the project has effectively been in an abandoned state during this time and is in need of a fresh restart. This presents a challenge, as there are currently no active maintainers available to help onboard new ones, and after due discussion, neither the CAS PMC nor Apereo is in a position to fully understand this particular codebase and its future needs.

Therefore, we have decided to step away from the usual maintainer nomination process and ask the CAS community for a public vote to decide the next maintainer. You may cast your +1 or -1 on this thread, or contact the me/PMC privately with your vote or feedback if that is more comfortable for you.

Our current nominee is Pascal Rigaux [2], an active member of the ESUP-Portail community. Here is a short bio:

> I have been working in open source since 1997. I spent 10 years at Mandrakesoft (Linux distribution), where I worked mainly on the distribution installer, configuration tools, core packages (initrd, filesystem tools, gcc, xorg), and package management (urpmi, rpm). Since 2010, I have been working at Université Paris 1 Panthéon-Sorbonne on a variety of topics, including SSO (Apereo CAS, Shibboleth IdP and SP, esup-otp, Keycloak, Satosa), groups (Grouper), account management, and web portals. I use a range of programming languages, including JavaScript/TypeScript, PHP, Java, Perl, Python, and C.
