Duo Universal prompt and SAMESITE=Strict

We are currently running v6.5.2 and just turned on Duo Universal Prompt on our Test Tier. We got a complaint from a PHP site that is failing with SAMESITE=Strict set. If they change it to SAMESITE=Lax it works fine.

Has anyone seen this before? Any solutions that don't require them to downgrade to Lax?
